Water levels expected to rise quickly due to heavy rain and snowmelt.
The St. Clair Region Conservation Authority (SCRCA) is issuing a Flood Watch for all the St. Clair region.
The St. Clair Region watershed received approximately 10 mm of freezing rain and ice pellets on Friday, December 26 and another 10 – 25 mm of rain has been received Sunday, December 28. With more rain and temperatures well above freezing forecast for this afternoon and evening, the SCRCA expects water levels to rise rapidly with the potential to cause flooding.
Environment and Climate Change Canada has issued heavy rain warning for today into tomorrow (Monday). Forecasts are for 30-60 mm of rain and freezing rain this afternoon and easing overnight, with higher localized amounts possible. Temperatures are forecast to continue to rise above freezing throughout today, reaching a high of 13C near midnight.
A combination of saturated and frozen ground conditions will not allow it to absorb much water. Runoff will occur quickly from the rain and potential rapid snowmelt, causing water levels in rivers, creeks, streams and ditches to rise rapidly.
Municipal staff should monitor local conditions closely, with special attention to known drainage problem areas as ice and snow buildup in watercourses may block flows during a runoff event and increase flooding potential.
Individuals are reminded to avoid watercourses and flooded areas due to dangerous conditions, slippery banks, unsafe ice cover and swift moving water. Children and pets should be kept away from the water.
The Conservation Authority continues to monitor watershed conditions and will issue advisories to municipalities and media should flood issues arise. Municipal emergency response staff and road superintendents should monitor local conditions closely.
